uppercase characters in model names cause problems with the build system, so they are forbidden for most commands.

If models are already started when requested to start, there's no need to check. Systemd won't mind another request to start.
Removing these checks allows the user to specify a list of models to start, stop or restart, and not have to worry if some of them are already
in the requested state.

Also fails nicely if there's a version mismatch on the IOP mbuf.
Fixed mistake in logic that could allow tconv to run on IOP time when the IOP was not providing time.

createDiagsFile.pm wass created as a refactoring of the feCodeGen.pl for writing the parts connections file.

Some global variables that were altered in this file were treated as locals, so the changes did not propagate
back to feCodeGen.pl.  This led to incorrect assessment that subsystems had no inputs, which meant subsystems could
be processed before their inputs, introducing a one cycle delay.

From the user perspective, key changes are in the model Parameter block settings:
- An IOP model should now be designaeted with iop_model=1
	- Previously set by adcMaster=1
- A user control application should have the adcSlave=1 parameter removed.
	- If iop_model=1 is not in the Parameter block, then RCG assumes
	  this is a user control application model.
- IOP models that send/rcv timing over the Dolphin network
	- The transmitter model Parameter block needs dolphin_time_xmit=1
	- A recevier IOP model Parameter block needs dolphin_time_rcvr=1

Move to using the systemd RuntimeDirectory for creating the temporary
nds/daqd run directory in /run.  Use the new nds command line argument
to specify the path to this directory.  The daqd and nds code (and
example daqdrc file) are also updated to use this by default if not
specified.

This also removes the LD_BIND_NOW variable from the nds systemd unit,
which is of unknown use by anyone anymore, and which was cargo-culted
from the old launcher script that was apparently created before the
advligorts used source control.

 * --socketdir changed to --rundir
 * renamed internal field job_dir to run_dir

* The socket has been renamed from pipe to daqd_socket
* Defaults to a working dir of /var/run/nds
 * socket path is then /var/run/nds/daqd_socket
 * jobs dir is then /var/run/nds/jobs
* Set the --socketdir option on nds to specify the working dir

Pass the -d option to set the delay that it will wait for computes to send data.  The default is 10ms and the allowable range is 5-40ms.
