testpoint and awg RPC services now run on a single RPC server

This is apparently as tirpc server is meant to be used.  It has unprotected global
state.

Limited testing shows much improved stability (no crashes) when
running basic tests in diaggui.

Translated Pub_sub, Local-dc,and run_number tests from bash to python. All posix shared memmory tests besides daqd tests are currently not working due to the inergrations module not being able to access/create the models in shared memmory.
