Adding the use of the rts-cpu-isolator.h header, and calling the swappable/better named functions rts_isolator_exec()/rts_isolator_cleanup() instead of cpu up/down directly

Add a MODELRATE_CPS ( CPS ) variable to the model build.  Use this to calculate
dynamic limits for TIME0.

Change TIME0 measurement to always run on second cycle no matter the rate, and to
take rate into consideration for the calculation.

Fixes both fast (524K) and slow (33K) IOP models, specifically aimed at making LLO pemmid look good.

Works with older PCIe card firmware, but now need to modify for latest
firmware (gpstime read as a single 64bit word).

card_count array and check card count by type. All old card type
count variables,e.g. adc16Count, adc18Count, etc., removed from
CDS_HARDWARE structure.

now checks card count by type using new card_count array in
CDS_HARDWARE struct type. Still need to update user space code.

if pci_red_config fails.  Fault causes IOP to exit and add
message to syslog as to faulty card and slot number.

tests.

- IOP running on PCIe net time cannot have ligo timing card check in moduleLoad.c.
- For 1PPS testing, need to remove verify slots for controllerIop.c.

allows filling in the IOP_IO_STAT screen with useful info before kernel exit
when the IOP does not find the correct number of IO cards.

  signal to sync the new IOC power supply (Issue #220).
- In testing above, found issues in slot diags display when model
  used fewer than the number of cards found on the bus. Made a fix
  for this

Some minor mods to PCIe timing card software.

fe: add explicit calls to rt_fe_cleanup() to early exits from rt_fe_init().  Fixes some bugs related to partial loading of the module: crash on server shutdown that hangs up server.  Can't reload module without rebooting server.

- Modified counting of cards found during IO mapping to account for
  Contec6464 cards counting at 2 (upper and lower word addresses).
- Code will exit on incorrect card count with message to syslog on
  type of cards not found.
- RCG modified to add REQUIRE_IO_CNT flag for IOP models with H1 or
  L1 IFO designator to automatically invoke this card checking and
  exit on card count error.

- IOP card counting for model/bus comparison fixed. IOP code was
  double counting Contec6464 and counting IRIG-B card.
- Common module load changed to properly shutdown Dolphin if exit
  on incorrect card count by IOP.

  - Modified user model mapping to account for any missing cards.
  - Brought the user space code for user apps up to date with new
    DAC mapping scheme.
  - Moved DAC channel deallocation routine to common app_dac_functions.c
    for use by both user model kernel and user space code.

	- Switched module mapping search pattern in map.c mapApp.c.
	- Added card number info into mapping:
		- Change to ADC/DAC drivers
		- Change to cdsHardware structure
Fix for BIO count on user model STAT screen.
	- Send info after BURT to avoid race condition.
Fix for adding N as site/ifo designator for ANU.

signal on last channel of first ADC for time synchonization.

From the user perspective, key changes are in the model Parameter block settings:
- An IOP model should now be designaeted with iop_model=1
	- Previously set by adcMaster=1
- A user control application should have the adcSlave=1 parameter removed.
	- If iop_model=1 is not in the Parameter block, then RCG assumes
	  this is a user control application model.
- IOP models that send/rcv timing over the Dolphin network
	- The transmitter model Parameter block needs dolphin_time_xmit=1
	- A recevier IOP model Parameter block needs dolphin_time_rcvr=1

hangups for up to 61msec.

	- Removes need for GeFanuc RFM system for long range IPC.  However, option still remains to use it, if desired.
	- Requires one separate computer to act as a switch for each long range connection.
		- Added switching software to run on this computer.
		- No I/O chassis required for the switching computer(s). 
		- Switches run asynch at about 500KHz.

	- Measure time between ADC ready cycles.
	- Print info to /proc/modelname/status
	- Mark ADC bit in stateword if timing bad.
Change to DAC FIFO checking:
	- FIFO must indicate error for two consecutive checks
	  before shutting down DAC outputs. On occasion, have
	  seen DAC fault clear on next check, perhaps had just
	  one bad diag read.

Modified symmetricom GPS time driver to use common function calls,
removed duplicated code.
Added /proc/gps support to the symmetricom driver. Rading /proc/gps
gives the current GPS time in seconds and decimal fraction.
