Corrected initialization of the fixed and set phase oscillator parts.  They had been using a random phase when the model was restarted and frequencies were restored with the SDF safe.snap.

Add command line arguments --no-sdf-restore/--sdf-restore to disable/force setting the epics values from the safe.snap file on load. These are to override the default behaviors.

Note, filter modules still initialized as per normal.

Mainly a startup script generation change:
	- Will not check for ADC modules, as virtual IOP does not use any I/O modules.
	- If NO_DAQ defined, takes out the startup of awgtpman.

	- Removes need for GeFanuc RFM system for long range IPC.  However, option still remains to use it, if desired.
	- Requires one separate computer to act as a switch for each long range connection.
		- Added switching software to run on this computer.
		- No I/O chassis required for the switching computer(s). 
		- Switches run asynch at about 500KHz.
