Report long dolphin access times

In production we sometimes see IOP timing errors that look like Dolphin glitches (10s of milliseconds), but aren't obviously Dolphin glitches. Servers weren't being restarted and nobody was touching anything.

We could time dolphin access and report long times in the kernel log helping to confirm or rule out the cause of these timing errors.
