awgtpman: Took out check of card type when searching for first IO card. Previously, only a normal 16 bit A2D was acceptable. Now we just hope that the cycle count on the card is correct.

Also corrects a couple of areas where the sample rate is assumed to be 2^16.

These changes are in support of high sample rate tests going on at LLO.

Closes #226 (closed).
