Kernel 4.19 config from AEI Gentoo, updated README, patch

Closes #29 (closed) This checks into patches/kernel-4.19-cs the original kernel config file from AEI Gentoo work in August that was subsequently used to create the Debian 10 RT systems, as well as the patch file. There is an updated README

There will be later Merge Requests that modify these files for more 4.0 issues
