Unpin astropy [testing]
I have forgotten why astropy is pinned to <5.0.0a0, so this MR just unpins it to see what happens. I think this is required for #14 (closed).

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 14 May 2024 starting at approximately 9am PDT.
