Update tarball name in packaging and CI

Duncan Macleod requested to merge duncanmmacleod/gracedb-client:fix-ci-tarball-name into master

This MR updates the TARBALL variable in the CI pipeline to accommodate the new sdist naming convention, closes computing/helpdesk#5840.
