This is mostly just setting changes, bla bla bla

if the 'is_exposed' boolean is 'True', then the superevent is
public. changing the response so that it's 'is_public' would
require more than a two-line change.

Change heading sizes for instance descriptions. update version
number, db conn_max_age.

Don't override LVALERT_OVERSEER_INSTANCE settings from
envrionment variables.

The settings for gracedb-playground are no longer on a separate
branch and are just included in master. They can be selected
simply by settings the DJANGO_SETTINGS_MODULE environment variable
appropriately.  This should be much easier to maintain than a
completely separate branch.
