rrt table fixes: show superevent t_0 instead of t_end, and give the option to show `p_{prob}` or just `{prob}`

context: users can search a gpstime range for events and superevents
by searching by the observation/engineering period, which are hardcoded
in. the public page was changed last week to separate candidates by
observation period, as well as providing a direct anchor link to each
section. ER15 wasn't included at first (just O4/O3) because what are the
changes of a significant public candidate in the next week, right? well
here we are.

there was a lot of vestigial javascript that was being carried around
and executed since before the look and feel revamp. most of it has been
replaced by a combination of bootstrap css and django templating. even
at this point i don't know what it's actually doing besides making the
advocate buttons active until after it's done loading. seems very
circular,  but i'm still kind of afraid to touch it just now.

really what i want is a "not-cnaf" flag
