Add link to git.ligo.org issues

Add "issues" (or "bug report" or ...) link to git.ligo.org issues page.

Also consider adding a link to issues from Documentation page.

I think that is a good idea, but I would prefer to not have a public link. Even though the gitlab page is public, it's much more hidden than GraceDB. There is too much potential for a bunch of issues to be created by random people who don't know what they are doing.

At some point I intend to have public and private portions of the documentation since significant portions of it don't apply to unauthenticated users, so I think it would be reasonable to do so then.

I am rescinding my previous comments given that I now realize that non-LVC users will not be able to create issues on the Gitlab page for GraceDB.

Done in 072e849d and deployed today as a part of version 2.5.1.
