Include link to LIGO/Virgo Public Alerts User Guide in GraceDB documentation

Initially reported as emfollow/userguide#92.

@leo-singer Two things:

• I can't access the issue above
• Where should the link be included? (may be covered in the above issue)

You should be able to access the issue now. @jonah-kanner created the issue through the Service Desk, so the issue is private and only viewable by emfollow members. I just added you to the emfollow group.

Thanks! I don't know that I agree that the GraceDB documentation is good, but I appreciate the positivity! I'll get this in place for the next release.

Fixed in addddcda and will go out in the next release.
