Add HIGH_PROFILE label for RRT purposes

Please add HIGH_PROFILE label for RRT purposes.

High Profile event candidates are the ones that require ASAP dicussion of the full Level 2 RRT as defined in L2100046 and graphically explained in the workflow chart L2100045.

We plan to supply an automated logic to apply HIGH_PROFILE label to High Profile superevents on gwcelery side.

All Level 2 RRT members on duty will have to subscribe to HIGH_PROFILE alert via twillio. This will make it simpler to convene the full Level 2 RRT discussion for majority of the cases.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
