Add support for specifying vaulttokenfile when retrieving scitokens

This MR adds support in igwn_monitor.auth and the relevant plugins to enable specifying the --vaulttokenfile option to htgettoken when getting scitokens. This is import to prevent vault tokens from different issuers from tripping over each other, see computing/helpdesk#4515.
