- collapse inheritence hierarchy, moving all code from parent class here
- this is the first step in a rewrite based on the new LR ranking statistic
  framework in pylal, but in the meantime this improves ranking statistic
  evaluation performance by reducing the number of method calls.

idq_trigger_gen: added latency to firbank elem, lowered size of queue before firbank from 60s to 30s

The SNR series are not centered around the trigger time. Correct
the epoch to reflect this.

- remove comparefunc and max_dt arguments from ligolw_thinca() call
- remove local custom EventList implementation, ligolw_thinca no implements this logic upstream

gstlal_idq_trigger_gen: pipeline now works with full time ordering, included internal option to toggle time ordering (full, partial, none)
