- adjust gstreamer plugin .so filenames on gstreamer 1.14+ to work
around changes to name mangling used by the plugin scanner

 - Kipp OK'ed

- module renamed from ligolw_bucluster to bucluster

- bump minimum required lalsuite version numbers to match the current release

- fix install paths for python modules in debian packaging scripts

- following some lalsuite code migration

continue to import modules from pylal namespace (patch was reverted for current lal release ... argh)
