inspiral_pipe.py: fix issue in accessing svd node properties in marginalize_layer() causing issues with DAG generation

gstlal_inspiral_rerank_pipe, inspiral_pipe.py: fix some leftover issues/missing opts causing problems with DAG generation

inspiral_pipe.py: add load_analysis_output() utility for reranking dag, allow more flexibility in get_bank_params() and marginalize_layer()

adding m1 and m2, due to O3 bank not having mtotal column populated in imbh region

multirate_datasource.py: remove application of vetoes pre-whitening, increate h(t) gate window from 0.25 to 0.5s
