idq_multirate_datasource: added options to set quality & high pass cutoffs; gstlal_idq_trigger_gen: changed Q, quality, high pass cutoff to lower latency

- none of this code is currently used, this is being done merely to save this from the scrap heap that's pylal

- where needed, port to equivalent code elsewhere

- not used.

- from pylal to lalinspiral/lalapps
- also some updates to abandonware in gstlal-ugly

- some of this stuff is almost certainly broken, but I'm not trying to fix it I'm just removing the word "pylal" from our codebase.

gstlal_idq_trigger_gen: fixed casting issue that was causing causal whitening to fail, rates now all ints in pipeline
