update O3 optimized Makefiles: bump ligo-scald to 0.3.0 and build from tarball, remove urllib3 from build

	--move template making step to svd_bank_snr.FIR_SNR.make_template()
	--calculte the template duration instead of inputting template duration
	--correct snr's epoch by adding time offset due to conditioning of templates

- fix peakoffset determination (get from trigger, don't try to find it in
  the SNR time series, that doesn't work if there are other peaks)

Update Makefile.offline_tutorial_test: reverting a change that cut down on run time, but broke gstlal_inspiral_plot_background

inspiral.py, lloidhandler.py: only provide sub-threshold snr time series if the detector is on at coalescence (Jolien's review request)

gstlal_ll_inspiral_pipe: reduce number of aggregator jobs, rewrite portion that divvies up which jobs aggregators process

Update inspiral.py: replace the file tag "ranking statistic" to "ranking_statistic" since gracedb doesn't allow spaces in tag names. This change will fix the multiple failed uploads to gracedb.
