gstlal_feature_synchronizer: fix typo in adding features to queue causing problems with combining features

multirate_datasource: now that padding is zero by default, choose only segments less than 1 second for the pre whitening gating, this will be only the gate files

- set ln(P) to 0.  template_ids is just the IDs for one chunk of the bank, not all the templates, so the previous version was not doing a uniform-in-template weighting.

gstlal_feature_extractor_pipe: fix issue where last set of jobs extended past gps end times, added more readable output

Update .gitlab-ci.yml for the offline makefile test. Notes: 1. the documentation packages will get moved someplace smarter in the future. 2. Look into a targeted clone of the lalsuite-extra data 3. the offline test is super slow... I wonder if it could be the fftw libraries? 

feature_extractor.py + related executable: make kafka an optional library with checks if data format needs kafka imports. auxcache.py: fixed typo in package name

online feature extractor: added options to online Makefile to tune synchronizer/file sink jobs, made synchronizer/file sink jobs configurable based on whether kafka is used, changed default basename option for filesink

gstlal_feature_extractor execs: add usage kwarg to OptionParser so that command line options get rendered in online docs
