This allows Poetry's solve to update to newer versions of several
packages, notably scipy.

Fixes #430.

We never call it directly. It is an indirect dependency of bilby
and pesummary.

This is to satisfy event completeness, since gstlal is uploading
multiple p-astro files with inconsistent naming convention

The corresponding issue in p-astro is no longer relevant

gwcelery/tasks/inference.py: drop _upload_url from bilby workflow, as result page is now not produced by default.

This is a follow-on to !868. The file extension is .gz, so it
should be gzip-compressed.
