Update SNEWS GCN/IGWN alert system with improvements made to the GRB system

We have made incremental improvements to the RAVEN alert system involving GRBs that have not yet been implemented to the neutrino system with SNEWS. We should add these improvements to increase reliability and reduce latency in the neutrino system.
