bug fix in getting p_astro filename; fixed #502

when earlywarning_preliminary_alert is called with a timeout during GCN_PRELIM_SENT, the alert variable contains stale information. Hence the wrong pipeline/p_astro filename. Bug fix from !1012 (merged)

This patch should be prioritized, else the alert pipeline will break when #502 (closed) happens. Will leave this running overnight on emfollow-test. The following are the latest MDC superevent MS221221f and MBTA superevent S221221ab
