Add configuration variables for MLy

Cody Messick requested to merge cody.messick/gwcelery:mly_config into main

We're currently missing 3 configuration variables needed to send out an alert with MLy.

  • check_vector_prepost: Geoffrey recommended here that we set it to [1.5,1.5] like the other burst pipelines.
  • uses_gatedhoft: I set it to False for now, we can update this if need be. See #593 (closed)
  • idq_veto: I set it to False like the other burst pipelines.
