Update bilby and bilby_pipe versions

This MR does the following things.

  • Update bilby and bilby_pipe to their latest versions. The likelihood settings, which were written in gwcelery's inference.py, are now built-in settings of the latest bilby_pipe as lowspin_phenomd_fhigh1024_roq, low_q_phenompv2_roq, and phenomxphm_roq. Therefore, a lot of lines can be removed now.
  • Increase the request memory of BBH runs as I saw a few PE runs with XPHM ROQ bases uses memory more than requested.
  • Fix #605 (closed).
