Localizing condor.submit_rapidpe to inference.py

Fixes #730 (closed).

condor.submit has been restored to its previous form, with condor.base_submit being removed. condor.submit_rapidpe has been removed, and replaced with inference.submit_rapidpe. The new task is simply a wrapper around condor.submit.
