FIX PSD settings in PE

Soichiro Morisaki requested to merge soichiro/gwcelery:PE_gpsstart_gpsend into master

This patch solves the following 2 issues.

  • lalinference_pipe needs gps-start-time and gps-end-time
  • lalinference.py raises an exception before searching for high-latency-frame data if all of the target low-latency-frame data has gone.
