move to lalinference_pipe

Move functionalities to determine PE settings to lalinference_pipe

  • lalinference_pipe will automatically determine seglen, fhigh, srate etc from coinc.xml
  • lalinference_pipe reads specified bits of statevector and determine psdlength
  • lalinference_pipe investigate data quality of ['H1', 'L1', 'V1'] and choose ifos whose data quality is good enough for PE.

This patch is going to be merged after lscsoft/lalsuite!707 (merged) , lscsoft/lalsuite!694 (merged) , lscsoft/lalsuite!688 (merged) are merged.
