Prevent subthreshold GRBs from overwriting GRBs
This partially addresses #393 (closed) for the case where subthreshold Fermi GRBs overwrite existing threshold GRBs, appending sky localizations and values that are often worse.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 23 April 2024 starting at approximately 9am PDT.
