Reenable combined sky maps now using multi-ordering

This MR both enables the following functionality:

• Create multi-order combined sky maps using the GRB localization to re-weight the GW localization
• Change logic in external_triggers.handle_grb_igwn_alert to create combined sky maps as soon as available
• Include combined sky maps in both GCN notices, GCN circulars, and AVRO alert packets.

Looking at some testing, I'm seeing some pretty impressive results. The delay of the coincidence FAR is around 3 secs and the combined sky map is about 4 sec.

I'm going to keep this MR as is to finish incorporating combined sky maps but will create another MR to include multi-ordered sky maps in the joint FAR calculation.
