Use multi-ordered sky maps in joint FAR

This MR implements the necessary parts of !904 (merged) needed to fix a currently known race condition due to the change of the defintion of SKYMAP_READY. The remaining changes needed to fix multiorder sky maps and combined sky maps will be addressed at a later MR.
