change occurances of HOFTBUFFCNT anf HOFTBUFFLEN to HOFTSM%

John Zweizig requested to merge john.zweizig/dmt-runtime-configuration:49-hoftsm-partition-prefix into main

All occurrences of HOFTBUFFCNT and HOFTBUFFLEN were changed to HOFTSMBUFFCNT and HOFTSMBUFFLEN, respectively to meet the requirements of the newpart script. This change should have no effect except to make the newpart script work, and will only take effect after it is installed and the process manager is restarted.
