quantum.py functions updated from matgwinc

The matgwinc updates include a new shotradSignalRecycled(), and minor
corrections to the previous code, which is still available as
shotradSignalRecycledBnC().

shotradSignalRecycled() has been vectorized for good performance,
with its two TF inversions pre-computed by sympy.
