New plot for H1 for power going into HAM6 vs after the fast shutter

EDIT: CLOSED so I could make a new MR that doesn't build off of a not-yet-merged MR (!140). See (!142 for new MR)

Closes issue #223 and must be merged after merging !140. This merge request is pretty highly requested by Keita & other commissioners.

I have added a script for H1 that grabs data from the new power monitor installed in HAM6 and plots the power and energy going into HAM6 against the energy measured after the fast shutter. Original calculations/plots made by Keita(81130). Plot is made and put in under a new heading called HAM6 power plot.

This code has been tested and works as expected at both Hanford and Livingston.
