Add 16-bit suspension channels to suspension saturation check
Adds OM's, RM's, and ZM's to channels that the saturations followup looks at. Since these channels are collected 16-bit, there is a multiplicative factor added to the saturations followup (similar to the way the 20-bit ETMX L3 channels are handled).
While this feature was requested by Sheila, she noted that locklosses in which these optics are the cause are rare. As such, I haven't been able to find a lockloss that showcases this change. The best I was able to do was push back the refined gps time two seconds to see that these channels do indeed saturate at some point.
@jameson.rollins If you can think of a good way for me to test that this works, let me know. Also sorry about the 164 commits, haven't yet figure out why that is happening. Closes #84 (closed)
