Earthquake and wind environment tags and plots
Creates tags for high ground motion and windspeed around time of lockloss, and plots those values on the webpage if the tags exist.
The thresholds for both are somewhat arbitrary and will need to be fine-tuned. The method can probably also use some oversight by Jim and some of the commissioners, as there are special situations where we are more susceptible to ground motion and wind (high microseism, particular locking state, etc). The thresholds for Livingston will also be different from Hanford's (and maybe have different channel names), so we will need Arnaud's input on that. I think it will be helpful to have the framework for this up and running though.
