Adding wind tag, plots

Checks wind channels and creates tag/plot if above a certain threshold. The channels/thresholds are different between sites. I've been having issues getting my local webpage up and running on LLO's cluster, so the second link is to the event directory. In this directory is a WINDY tag and a corresponding plot titled 'windy.png'.
