Checks H1:ODC-OBSERVATORY_MODE state and creates a tag if the IFO is in Commissioning or Maintenance modes. The tags say which of the two modes it is in. This channel is not going to be accurate 100% of the time, but can hopefully filter out a good portion of the related locklosses.
