Fixing time prior in log_likelihood_max and globe so it cannot begin out of bounds

Changing if -> while loops for checking the out of bound phases

Fixing segfault in post (data->cbcParams only has extrinsic parameters)

Deleted log_likelihood_scan and MCMC_all_wrapper
