Fixed EOSFamily bug that increased evaluation time and added ability to choose units when plotting the EOS/Family.

This replaces the previous notion of converting a resume file by instead
just generating dat files at each checkpoint.

- Use CPNest ACT estimation
- Change scaling
- Add chains starting after accept > 0

- Bug fix to previous release for pypi issue
