Marginalized parameter reconstruction broken

!1002 (merged) broke the marginalized parameter reconstruction if phase is not a sampled parameter (possibly also luminosity_distance), for example, if sampling in delta_phase.

I think a better solution to #588 (closed) will be to fix it in convert_to_lal_binary_black_hole_parameters.
