Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 22 April 2025 starting at approximately 9am PDT. This MR adds pip list installed to basically every CI job, after all the installs, before any tests, to help debugging when things fail; this can be especially useful when debugging failures in dependencies (e.g. https://git.ligo.org/lscsoft/bilby/-/jobs/1760520).
