Improvements to the containers

Gregory Ashton requested to merge fix-containers into master

This moves to using automated build scripts to generate containers.

  • Move all build scripts to "containers"
  • Provide dockerfiles for the bilby test suites
  • Update the test environment to use the new tests suites
  • Base the singularity image off the test suites
