Add numerical_relativity_file argument to waveform_kwargs

If bilby_pipe!371 (closed) is approved then !845 (closed) is no longer needed, i.e. all the phenomX settings can be disregarded since we have the lal_waveform_dictionary that already includes all we need.

In this MR I just keep the numerical_relativity_file option from !845 (closed) since I think it is more "user-friendly" than having to build manually the LAL dictionary by yourself.
