Allow ROQ time marginalizatoin

As per bilby!1040 (merged), @soichiro.morisaki has added the timeMarginalizedROQ likelihood into bilby. So this MR is meant to just remove the parts in bilby_pipe which will hardcode remove that option from a run configuration.
