Adds command line program to write ini from GraceDB

Adds command line program (bilby_pipe_gracedb) to write ini files for GraceDB events.

  • Reads in trigger time and chirp mass from either --gracedb or --coinc
  • Writes ini file, gives option of --submit or --local

Need to:

  • check defaults for ini
  • check prior chirp mass ranges
  • add docstrings
