Prioritise Debian local-apt-repository in CI

Duncan Macleod requested to merge duncanmmacleod/glue:debian-local-apt-repository-priority into master

This MR patches a bug in the Debian CI configuration that means that the wrong version of lscsoft-glue is installed for testing.

The fix is to assign a very high priority to the local-apt-repository Apt repo, to guarantee that we install the packages we just built, rather than the published release build from the LSCSoft repo at AEI.
