gstlal_inspiral_reset_likelihood: give an option to not update the segments and ranking data but just add zerolag

gstlal_compute_strain:  added option --demodulation-filter-settle-time, in order to require the coherence and statevector to be acceptable for at least this time before letting computed kappas into the median array. Default is 90 seconds.

lal_insertgap:  Now fills in discontinuities while receiving zero-length buffers instead of waiting for the next good data. Should help prevent calibration pipeline from falling behind.

gstlal-calibration: Added option --kappas-default-to-median to gstlal_compute_strain so that when coherence is bad or we are not locked, the median gets populated with the last good median value, not a default value. This required changes in the calib_state_vector calculation as well.

This reverts commit ae2d08cd.

- acquire the element lock when updating the frame-library-name property
- prevents possible access-after-free race condition if value is accessed during the window between the free of the old pointer and the assignment of the new pointer
