gstlal_ll_inspiral_pipe: support external kafka service, remove daily pages - they will be replaced scale out aggregators as future proofing

This reverts commit 875a994c.

Has unintended consequence with online FAR estimation. We need to figure out why. For now it is being reverted.

Update inspiral.py: replace the file tag "ranking statistic" to "ranking_statistic" since gracedb doesn't allow spaces in tag names. This change will fix the multiple failed uploads to gracedb. 

cap_singles: allow command line to control if singles have their far capped to 1 / livetime in an online-like mode

inspiral.py: support offline gracedb mode where a file:// url causes the output to be written to disk

running offline inspiral jobs with gracedb uploads. The command line arguments
are constructed from a the process params table in an injection results
database

Still segfaults in the middle....

Makefile.gstlal_feature_extractor_online: rearrange where condor commands are located, add requirement to not land on specific node at LLO

Packaging updates for gstlal-inspiral-1.6.1. Note: configure gstlal-inspiral with --disable-massmodel to prevent the 1.1GB file from being distributed with 'make dist'.
